The Internet Archive is the best, safest, and most organized place to find Xbox 360 ISOs. It is illegal in the strictest sense, but it is arguably ethical for games that are no longer sold commercially. Microsoft has the resources to wipe these files off the internet, but they choose not to—because they understand that preserving the Xbox 360 library keeps their brand alive for a future subscription service.
