Editing hull integrity is notoriously difficult with Cheat Engine in SH5. The game does not use a single "Health Bar." Instead, it uses a localized damage model. Flooding can occur in compartment A while compartment B remains dry. Memory editing usually only affects the visual representation of the health bar rather than the actual buoyancy physics. You might freeze your health at 100%, yet still sink to the bottom of the ocean because the game engine calculated that the flooding was too severe.
