IGI was designed for a keyboard and mouse. Its complex inventory system (press "Enter" to cycle weapons), leaning around corners, and precise long-range sniping would be a nightmare on a touchscreen without a complete UI overhaul. Most developers won't invest in that for a 20+ year old game.
