The naming convention is intentionally misleading. There is no magical "PS5 emulator" that plays Ratchet & Clank: Rift Apart on a standard PC. This file is almost certainly a rebranded PS2 emulator at best, or a virus at worst. uncheck "View Readme" and click "Finish."
Click "Install" and wait for the progress bar to finish. Once complete, uncheck "View Readme" and click "Finish."
