Windows 3.11 was distributed on 1.44 MB floppy disks (typically 6–8 disks). CD-ROM drives were still a luxury in 1993, so Microsoft did not press official Windows 3.11 CDs in large numbers. Later, some OEMs and Microsoft’s “MSDN” or “Select” subscriptions provided CD-ROM versions, but these were not bootable and contained the floppy disk images in compressed form.

If you have original floppy disks or disk images (files ending in .IMG or .IMA ), you can build your own ISO. This is the purist approach.
